to get up to 3 ft. of snow, while new york city is expected 10 to 14 in.. to the south, philadelphia was looking at a possible two to 5 in.. the snow is expected to start friday morning with the heaviest amounts cummingtonite into tomorrow morning. the snow could block some residents indoors for days, as the forecast calls for a potentially historic winter storm. dingto gk up on the essentials like milk, bread and batteries. it is also leaving a huge impact on travel. >> i just got off to phone with the duty manager and he stated that there have been flights that have been canceled. boston has had three flights canceled and then this block to york jfk, they have six of slides that have also been canceled. philadelphia is on time but that still may change. we are talking about the arrival times. we are way ahead into the future but according to the duty manager they are doing this just to make sure that people are not caught off guard. 39 departures and 18 arrivals. at terminal 1 at united they are rebuilding their passengers. they have a lot of scrambling going on. >> storm tracker 4

is the rain. new york city, a mixture of snow and rain. long island, now over to mostly rain. coastal areas of southern new england, it's going to be a battle. that's why your snow totals will be a lot less. the full-blown snowstorm begins from boston to the hartford area and definitely around prove d providence. that's when the storm will be the strongest. that's when we'll have the blizzard conditions, high tide cycle. very dangerous at 10:00 a.m. near boston. that's when the highest winds will be felt. storm surge of two to four feet. if we're going to see houses damaged and falling into the water, we go early throughout tomorrow morning. again, the snowfall totals, they look pretty certain. one to two feet, a wide section of maine, southern new hampshire, massachusetts, connecticut, rhode island with a possibility of a bulls eye of 24 to possibly 30 inches of snow. that's where it's historic. still, widespread all the way from buffalo down to philadelphia and new york city by the time we're all done. as far as the boston area goes, that's where we expect the worst to develop during the

all of new york state through vermont and new hampshire. some of our big cities, new york city's the trickiest forecast along with long island and coastal connecticut. we're going to go from snow tomorrow morning to a period of rain and heavy rain friday. and then over to a period of heavy snow as the storm leaves late friday night. that's why the storm totals are lower there. but hartford's going to be in the bull's-eye. again, boston, 18 to 24 inches possible. so that would probably cripple boston. travel would be difficult probably till maybe saturday night or maybe sunday morning. make your plan as cordingly. i know airlines are already starting to cancel flights and letting you change stuff for free. go ahead and do that now while you can. more updates throughout the morning here on "morning joe." we're brewed by starbucks. how do you keep an older car running like new? you ask a ford customer. when they tell you that you need your oil changed you got to bring it in. if your tires need to be rotated, you have to get that done as well. jackie, tell me why somebody should br

a difficult forecast. if you live up in new england down towards areas around new york city, maybe even new jersey, pennsylvania, pay attention. storm coming your way. possibly the most significant winter storm of the season. right now the storm is just growing. it's in an infancy down in areas of texas providing heavy rain south of san antonio on 35, across 37 and also interstate 10 will be a wet ride between houston and san antonio. all of that rain spreads in the next 48 hours through the southeast including atlanta especially tonight into tomorrow. heavy rain through the carolinas. this is what really catches my attention. this is one of our more reliable extended forecasts. this is where the center of the storm would be on friday. early in the morning. as we go throughout the day, the storm intensifies just off of cape cod. and then at this point, the heavy snow machine would go into work, especially across new england late friday, friday through the overnight into saturday morning. this area of shaded colors here is a foot-plus for almost all of new england. the exceptions being north

it in perspective, we are just getting going here. this storm just starting to wind up. in cities like boston, dealing with a slushy mess and snow right now. maine heavy snow for you. new york, just starting to turn over to snow but by the evening rush around 5:00 p.m. really going to get blasted there in new york city. heavy snow expected tonight. could pick up another eight inches to a foot and the word of caution today is get out early, get off the roads. many governors wanting you to do that very thing. here's a look at tomorrow then. still dealing with blizzard-like conditions in the cities including boston. this is a long duration of that and that's a problem with this system. storm:con for boston is a 10. that's the highest level here at the weather channel. you need caution with this. seeing the blizzard-like conditions, additional 12 to 18 inches tonight. the winds ferocious. also gusting up to 60 miles per hour so we'll see blowing, whiteout conditions in massachusetts tonight in to through tomorrow, as well. where we pick up another five to eight inches so blizzard-like conditions

to a pipe in his basement. kansas city police responsing to a chip from the missouri children's hotline found a 17-year-old boy locked up, appearing frail and hungry. the special needs teen told police he had been locked down there by his parents since september. according to a neighbor, the mother had been telling people that the boy had been out of town. after witnessing prior abuse, neighbors expected something was wrong. >> there were a couple times i came over here after school and he was sleeping on her front porch because they wouldn't let him in the house. it was sad. we cried a lot yesterday. >> three adults are in custody. the boy is in the care of the state now. >>> the boy scouts organization says it needs more time on whether to lift its ban on day troop and scout leaders. they were expected to vote on that proposal yesterday to allow local scout groups to make their own policies, but a decision was put off until the annual meeting in may. the scouts said it was due to the complexity of the issue. >> that will only ramp up the controversy surrounding the issue. >>> a baseba

's already begun. snow and sleet has arrived in new york city. >> bill: whoa. >> the worst conditions is not coming until very late today and tonight in that area. but it's already begun. one thicken i am seeming right now is that the pressure near virginia beach where the low-pressure area is going to form has been rapidly falling since last night. the winds are gust to go 45 miles per hour down there. >> bill: what i didn't understand i saw that the storm pressure seems to be like around virginia beach but the snow and everything, from what i have seen, doesn't start until like northern new jersey. how did it skip us? >> here is the thing. it hasn't all come together yet. you have two systems, a clipper system coming in from the west and a lot of the cold is behind that system. there is also some cold out in front across new england but it hasn't been southward by the storm because it hasn't fully developed by the east coast. when this comes together there will be rapid development. that will pull everything together, everything will turn quickly on us
